It seems like a colossal waste of resources to have a clerk sit there and look over my shoulder as I scroll through. While I'm glad they allow access, I think they need to come up with a better and more efficient way to allow access.
They weigh the issues, the competing interests, and make clear decisions on what might be a good bill and what might be a bad bill. They pay attention. Most of the bad bills do die.
Who gets paid $100 an hour? The extensive-use fee is supposed to be based on the actual cost incurred.
