Larry has refused my pleading to help nice people who are very sick. People whom we considered to be at great risk to themselves or others.

What they said in that bill is we're going to close the regional centers and we're going to establish community-based services.
I think maybe that might be where Larry became misguided. He's trying to protect the organization and not help mentally ill people.
