It's open to all. They don't need a ticket, it's free and they don't need to be of any particular political persuasion.
Nobody could pretend that the smoking ban is anything but negative for the pub industry. However, the fact that private members clubs are included in the ban means that community pub operators are not at an unfair disadvantage.
It's a real problem. If you can't be seen, you're out of business.
