I don't know of any officers who are still working as officers - or sergeants or lieutenants or captains - at the age of 82. I know we have employees who have worked into their 80s, (but) I don't know whether they were custody staff.
In the buildings, the inmates were using broken broom handles and crutches and they were ramming the employees with laundry carts.
Prisons have always been desegregated, but had we made housing decisions based on a person's race? Yes. It's no secret that many instances of gang violence in prison are racially motivated.
The policy now is that an offender's race will not be used as a sole determining factor in housing. Our primary goal is to ensure that racial integration is completed in a manner that maximizes institutional security.
The concept is we should come out whole.
Just set aside Downey's celebrity. The reality is there are just so many beds available in the California Department of Corrections. It doesn't make sense for us to send someone like Downey to prison. The ultimate goal is to help him overcome his addiction.
We're in desperate need of beds right now. We have more inmates than we've ever had -- it's an all-time high.
We displaced over 120,000 passenger to make this happen.
