I've made no secret of our desire to rebuild the Canadian military to have the capacities of a sovereign nation. To make foreign policy decisions that are not only independent but are actually noticed by other powers around the world.
The biggest thing I want to do on foreign policy is to increase Canada's foreign policy capacities, whether they be in foreign aid, or military capacity or disaster assistance. We want Canada to be able to do more.
Obviously, the first thing we have to have is the capacity to know who is in our waters. We obviously want and expect foreign countries to tell us when they're in our waters. They are currently not doing that.
I actually think the (U.S.) ambassador's intervention was inappropriate... I don't think foreign ambassadors should be expressing their views, or intervening in an election.
