We believe we have a set of principles that ensure we comply with all of our legal obligations in China and other countries and ensure we are consistent with the broad principles that the Internet creates and people's desire for free expression.

We congratulate the Turkish and Moroccan authorities and the FBI for finding and apprehending the alleged distributors of the Zotob and Rbot (Mytob) worms so quickly. These arrests demonstrate the value of public-private collaboration ? the first-class investigative work by the authorities and ?round-the-clock technical and investigative support provided by our Internet Crime Investigations Team here at Microsoft.

The routine that was described in court today in fact does not remove all of the Internet Explorer files; it only removes about 3 percent of them. It's designed to be very easy for consumers to use, but does not do what we were ordered to last week, which was to remove all those files in their entirety.

This is not a single-country issue, and this is not a single-company issue. At the end of the day, we are going to need a broad set of principles for (the) full range of Internet technology. More steps will be needed to address other technologies.
