I think you can look at records and you can look at what people have done and you can make your own decisions about whether someone can walk the walk.
As chief law enforcement officer, you can't condone illegality and I don't. You also have the humanitarian approach to realize that a lot of these people are here and trying to contribute economically.
I think the American people will hold everyone responsible that was in charge of that.
The first problem is we've had this border opened and people coming across the border for the last several years with no checks and balances. It's just like water going over a dam when a lake gets full. The borders have not been secure. The borders are porous.
What we have to do is make sure more people are in that pool of having some opportunity to have some coverage so that we lessen that pressure to increase prices to make up for those losses.
