We discussed this issue with Iraqi officials, and we told them that this declaration should be comprehensive, concise and clear, as the Security Council mentions, and it should include all factors that the Security Council demanded.

When dealing with threats of nuclear proliferation and arms control, the Security Council has too often fallen short.

Even those who are supporting Security Council reporting, are making it very clear that the Security Council is not asked at this stage to take any action (that could lead to sanctions), definitely not before I submit my report in March. All of them are saying that this is simply a continuation of diplomacy. It's about confidence-building and it is not about an imminent threat.

The more we see, the more credible assurance we can provide to the council, the more the council can come to closure on this issue and come to the conclusion that Iraq has been disarmed. That is the objective.

The message ... coming from the Security Council is that time is very critical, ... and that we need to show progress in our report, which will be due on the 14th of this month.

If there is minor omission and this is clearly not intentional we are not running to the Security Council to say that it's a material breach.

I am making very clear that the Security Council is not asked at this stage to take any action.
