At this point, it looks like the child was not restrained, so we're looking into whether the child was restrained or not. That's part of the investigation that's going on right now.

Due to our weather, leaving a kid in a car for any amount of time can be a risk of death, or mental injury to a child.

The tractor trailer struck the van in the drivers side. Unfortunately the driver was killed on the scene from the impact.

As always we recommend, kids don't walk alone and be more aware of the areas.

The big thing is this individual has probably done this in the past. Anytime you have any individual that is out there trying to get children into their vehicle -- it is a major concern.

They had helped smuggle her. They had brought her to the U.S. illegally, and they held her against her will.

It's an area that our vice unit actually does do operations frequently.

There was a short foot pursuit, she was then detained down there, and she was actually resisting the officer and actually began to strike the officer with a cell phone and other material there.

In all the cases, kids did the right thing, ran for help and didn't get into the vehicle.

Being able to put law in place to keep better taps on them as far as their probation for one, two or three years, definitely a good tool.

All of that is part of the investigation, which is ongoing.
