It shows that the court is convinced that to date the process hasn't been as objective as it should have been.
The burden is on the ESDC to show that they will bring in the whole community. This is a state project where they are taking away the city's right to review it under the city's zoning laws. It's an enormous undertaking, and they'd better be careful how they do it.

Well, obviously, we are very pleased that the court decided to preserve, or try to improve the integrity of the process, by declaring that you can't have the same lawyer representing the applicant and the agency that's reviewing it. It was the right decision.
