If the test comes back positive for alcohol, the investigation will continue and one question investigators will be asking is where did the alcohol come from.
Everybody wants to find answers when something like this happens. Obviously, something went wrong. Now, the objective is to determine what we might be able to do differently in the future that would prevent it from happening again.
From every appearance, it was a tragic accident.
The (accident) report indicates that the investigators found reason to suspect that alcohol may have been involved. That certainly doesn't confirm that it was, but there was enough reason for them to do some follow-up work.
This wasn't the first location that's been found, and it won't be the last. It's not a daily occurrence, but they are known to exist.

It's a crime to sell alcohol to someone who is not of legal drinking age. In this case, the tragic consequences prove that alcohol is a factor.
They are still looking into it, talking to people, sharing information up the line to see if folks know what happened. Whatever steps are appropriate will eventually be taken.
