Historically, nonprofits are working on a shoestring. These organizations are desperate for workers and will to take anyone to work. Some of the people we send won't be very helpful. In an ideal world, everyone would come in and pay their fees. But that's not true. Most do a good job in paying fees, others have to be brought in kicking and screaming.
