It was a classic case of suspense that wasn't brought to closure until their hands went up.
The thing that really came out was, both bases were very competitive and had strengths. But they were going to spend $300 million to reallocate bombers and end up with no significant increase in operational capacity.
That is what opened the door and drove us to be insistent that there was more to the story than what the Air Force said.
We'll put our best foot forward. We feel very capable of taking that mission.
That has proven to be the difference from having to scramble from scratch to having a prepared program. If we had started from zero, we never would have caught up.
