This bill won't solve everybody's problems, but it's a step in the right direction.
Insurance companies, we know, need reasonable adjustments but we shouldn't tempt the bad apples in the barrel.
I think the penalty here is much too severe. We might have some gamesmanship going on - an agency could become a bargaining chip.
