History teaches that wars begin when governments believe the price of aggression is cheap. To keep the peace, we and our allies must be strong enough to convince any potential aggressor that war could bring no benefit, only disaster.

Common sense told us that to preserve the peace, we'd have to become strong again after years of weakness and confusion. So, we rebuilt our defenses, and this New Year we toasted the new peacefulness around the globe. Not only have the superpowers actually begun to reduce their stockpiles of nuclear weapons...but the regional conflicts that rack the globe are also beginning to cease.

The purpose of our military is simple and straightforward: We want to prevent war by deterring others from the aggression that causes war. If our efforts are successful, we will have peace and never be forced into battle. There will never be a need to fire a single shot. That's the paradox of deterrence.

Only our deep moral values and our strong social institutions can hold back that jungle and restrain the darker impulses of human nature.
