We just have to make it as easy as possible for people to order the right number of tickets and, if they've ordered more than they need, for a way to get them back and redistribute them to people who will use them.

We want to talk to the groups who we believe aren't using all the tickets they have. They don't want to be short - maybe they are ordering more than they need to protect themselves.

We have to think of ways to redistribute tickets that are not going to be used.
