We believe that everyone executing the leasing and financing documents thought they were acting under the authority to execute those documents. We are conducting our own inquiries into whether those parties had the proper authority to take those actions. It is apparent that Mr. Smith did not act unilaterally, but was acting in concert with officials in the county.
