Basically, our license to travel to Cuba had been revoked and all applications for a renewal for a license would be denied. In other words, you can't go to Cuba anymore and don't bother trying. You needed a license to be able to spend money in Cuba.
We need to be honest and open and be able to accept the consequences.
During the later years of the Clinton administration some of the restrictions were lifted, which meant that people could get to Cuba to help.
The work camps proved to be very positive experiences for our students.
