I believe a leader must be consistent and clear and not change positions when times get tough. And the times have been hard. These are hard times. But I understand what mixed messages do. You can embolden an enemy by sending mixed messages,
By casting their ballots, the Iraqi people deal a severe blow to the terrorists and send a clear message to the world: Iraqis will decide the future of their country through peaceful elections, not violent insurgency,
I think I've got to do better in making clear what the message is, and I think I can do better. But I think there's so much noise out there that I've got to figure out how to make it clearer that we are for the things that I have advocated that would help.
I also want to send the message that I think this can be resolved peacefully,
