I see us as in a transition phase. It's not all there, not all together, yet.
The whole philosophy is that North Carolina was judged as spending too much money on institutional care instead of community care. So you downsize the institutions.
A lot of those could be treated out in the communities.
There's been a tremendous enthusiasm about it. I think we have a lot going for us.
