I'd call it flat. This comes after pretty steady growth after 2000. So it's probably not surprising that we've leveled off a bit.
(Community college students) may be more likely to respond to the marketplace.
It's got to be a dual thrust. Increase the college-going rate right out of high school and outreach to those people who have stepped out of high school into the work force.
It's gratifying to know for our funding we're not out of character with other higher-education efforts.
