If they're (cities) desirable places to live, ... it can explain a sustained high house price for years to come.
Land use regulation does more to explain changes in prices across the country than any other phenomenon.
House prices in San Diego have risen much more rapidly then in the U.S.. But, I think we can explain housing prices in most places, and if they're explainable that means we don't have a bubble.
