If you look at the last three years, the pattern of arrests by the police and the way they've been able to go after the network has been pretty good. You can't say that the work hasn't been effective.

The real question is whether they will be able to get the two key masterminds that everyone suspects are involved in this one because they have also been involved in the last two big bombings. They have not been able to get those people for the last three years. But I think this may be a turning point, we'll have to see.
